They are LAUGHING.
It is NOT funny.
It is SERIOUS that this mine was so irate or crazy or both that he DROVE up the steps to the Capital Building. If this happened at the White House they would NOT be laughing. Or the Mayor of New York's office.
Just plain stupid.
